Oregon Energy Assistance Program (OEAP)

Electric-bill and past-due help for PGE & Pacific Power customers

What it pays or provides

OEAP pays toward your electric bill, including past-due balances, to help prevent a shutoff. The money goes straight to your utility, and it's only for customers of Portland General Electric (PGE) or Pacific Power.

Who qualifies

You must be a PGE or Pacific Power customer, and your household's gross income (before deductions) must be at or below 60% of Oregon's state median income for your household size — the same income limit as LIHEAP.

Where you have to live

Only available to residential customers of Portland General Electric or Pacific Power. If a different utility serves your home, OEAP isn't available to you, but LIHEAP still is.

How other benefits affect it

OEAP and LIHEAP use the same income limit and the same local Community Action Agencies, so ask about both when you apply. Being an OEAP or LIHEAP recipient can also matter for your utility's own bill discount — PGE says households that have gotten energy assistance are likely to already qualify for its Income-Qualified Bill Discount, and Pacific Power automatically re-enrolls recent LIHEAP or OEAP recipients into its Low-Income Discount at recertification time.

Apply through your local Community Action Agency (CAA) — the same process as LIHEAP. Find your CAA with the CAPO Oregon directory (caporegon.org/find-help), searching by county or agency name. You can also call the statewide toll-free line at 1-800-453-5511 (option 1) or email energyassistance@oregon.gov to ask about applying by phone, mail, or a home visit.
