Free home energy upgrades
What it pays or provides
Weatherization can cover ceiling, wall, and floor insulation, air sealing to cut drafts, furnace repair or replacement, heating duct improvements, other energy-related minor home repairs, health and safety repairs, and energy-saving education -- all at no cost to you.
Who qualifies
You qualify if your household's gross income is at or below 200% of the Federal Poverty Level. The program gives priority to households with a senior age 60 or older, someone with a disability, a child under 19, or a home that uses a lot of energy relative to income.

Eligibility is based on your household's gross income before deductions, compared against your household size.

How other benefits affect it
Weatherization runs alongside the Low-Income Home Energy Assistance Program (LIHEAP), which helps pay your energy bill directly, and the federal DOE Weatherization Assistance Program, which co-funds the same work. Community Energy Project offers similar free weatherization and safety repairs specifically in the Portland metro area.
How to apply
Weatherization is delivered through your local Community Action Agency, not a single statewide online application. Find your local agency at caporegon.org/find-help, or call the state Weatherization line at 1-800-453-5511 (option 1) or email energyassistance@oregon.gov. After you make contact, an agency representative reaches out to schedule an energy audit of your home -- you may be placed on a waiting list first, since demand varies by agency.
