Pacific Power Low-Income Discount (Schedule 7)
A discount on your Pacific Power bill
What it pays or provides
Pacific Power's Low-Income Discount (Schedule 7) reduces your electric bill. Households at or below 5% of Oregon's median income get an 80% discount; the discount is smaller for households further up the income scale, up to the 60% SMI eligibility cutoff.
Who qualifies
You qualify if your household's gross annual income, before deductions, is at or below 60% of Oregon's state median income, adjusted for your household size.
Income limits by household size
This is based on Oregon's state median income (SMI), not the federal poverty line, and uses gross income before deductions.
| People in your household | Monthly income limit (about) |
|---|---|
| 1 | $3,200 |
| 2 | $4,180 |
| 3 | $5,170 |
| 4 | $6,150 |
| 5 | $7,140 |
| 6 | $8,120 |
| 7 | $8,300 |
| 8 | $8,490 |
Limits shown are approximately 60% of the Oregon state median income, rounded — the program’s own table is the final word.
Where you have to live
Only for residential customers of Pacific Power in Oregon. If PGE serves your home instead, use PGE's separate Income-Qualified Bill Discount.
How other benefits affect it
If you've received LIHEAP or OEAP energy assistance within the 12 months before your recertification is due, Pacific Power automatically re-enrolls you in this discount — you don't have to reapply.
How to apply
Apply online through Pacific Power's application portal (linked from the Oregon Low-Income Discount page at pacificpower.net), or apply by mail using the printable application, available in English and Spanish. For help in Spanish by phone, call 1-888-225-2611.

Keeping it (renewal)
You need to re-enroll every two years. If you've received LIHEAP or OEAP assistance within the 12 months before recertification, you're automatically re-enrolled. You can also reapply anytime, not just when your two years are up.
Programs that combine with it
- Low-Income Home Energy Assistance Program (LIHEAP) — federal help paying heating and cooling bills
- Oregon Energy Assistance Program (OEAP) — electric-bill and past-due help for PGE & Pacific Power customers
