Temporary Assistance for Domestic Violence Survivors (TA-DVS)
Cash to leave domestic violence safely
What it pays or provides
TA-DVS can pay up to $3,200 over a 90-day period toward things that help you get safe -- a rental deposit and rent, utilities, replacing essential items like clothing and furniture, new locks, security cameras, a post office box, and moving costs. Payments generally go directly to your landlord or another service provider rather than to you. This money is meant for a safety plan, not ongoing bills -- it can't be used for weapons, legal fees, pet costs, or a vehicle.
Who qualifies
You may qualify if you live in Oregon, meet the income limits used for the TANF program, are a parent or relative caring for a minor child (or are pregnant), and are dealing with domestic violence -- meaning someone has hurt you, threatened you, put you down, or made you afraid, including through control tactics by a partner, family member, or someone else in your household. You don't have to be in immediate danger right now; the program also covers risk of future violence.
How other benefits affect it
This program uses the same income limits as TANF, and applicants generally need to be a parent or relative caring for a minor child, or be pregnant, similar to TANF's rules. The Address Confidentiality Program can also help keep your new address hidden from an abuser once you've relocated.
How to apply
If it's safe to do so, contact your local ODHS office by phone or in person -- some offices have staff who specialize in domestic violence. If meeting in person or calling doesn't feel safe, you can apply remotely by email, fax, or mail using the application form. The application is available in English, Spanish, Russian, Somali, and Vietnamese. If you're in immediate danger, call 988 or the Call to Safety Crisis Line at 1-888-235-5333 for shelter and advocacy help.
