What it pays or provides

PGE's Income-Qualified Bill Discount takes 15% to 80% off your monthly electric bill, based on your household size and income. The discount only applies to new charges billed after you enroll — it doesn't erase a past-due balance — and it excludes a few line items like Green Future charges and meter rental.

Who qualifies

You qualify if you're a PGE residential customer and your household's combined gross annual income, counting everyone 18 or older, is at or below 60% of Oregon's median income for your household size. PGE says if you've received energy assistance like LIHEAP or OEAP in the past, it's likely you already qualify. PGE doesn't ask for financial documents to prove it — you self-certify by reporting your household size and income.

Where you have to live

Only available to residential customers in PGE's service territory (the Portland metro area and surrounding communities). If Pacific Power serves your home instead, use its separate Low-Income Discount program.

How other benefits affect it

Getting this discount doesn't affect your ability to also get LIHEAP or OEAP energy assistance — PGE says receiving energy assistance does not impact your ability to enroll in the bill discount, so the two can stack.

You can also call PGE at 503-228-6322, Monday through Friday, 7 a.m. to 7 p.m.; help is available in more than 200 languages, and paper applications are offered in 15-plus languages.

How long approval usually takes

The discount usually won't show up on your very next bill — expect it starting with the bill after that.

Keeping it (renewal)

Enrollment lasts two years, and PGE sends a reminder when it's time to re-enroll. Each year, PGE also asks a small percentage of enrolled customers to send proof of household size and income.
