Got a Big Medical Bill in Oregon? Start Here
A big medical bill feels urgent, but paying it right away — or setting up a payment plan without checking your options first — can mean paying more than you have to. Oregon has real legal protections and several programs that can lower or erase medical debt.
Work through this list roughly in order: check your coverage first, then look at charity care if the bill is from a hospital, then look at ongoing help so the next bill doesn't catch you off guard.
Before you pay anything
Check whether you qualify for the Oregon Health Plan (OHP) or OHP Bridge
OHP covers people at or below 138% of the federal poverty level, and OHP Bridge covers adults 19 to 64 with income up to 200% of the federal poverty level who earn just a bit too much for regular OHP.

If your immigration status has blocked coverage before, check Healthier Oregon
Since July 2023, immigration status no longer affects OHP eligibility in Oregon — people of any age who meet the income rules can get full OHP benefits through Healthier Oregon.

If your bill is for breast or cervical cancer treatment, ask about BCCTP
It gives full OHP coverage, including cancer treatment, to people diagnosed with breast or cervical cancer who don't have other coverage, no matter their immigration status.

Dollar For checks whether you qualify for your hospital's charity-care program and files the application for you for free. Oregon law requires nonprofit hospitals to give 100% assistance up to 200% of the federal poverty level, with continuing discounts up to 400%.

If your bill is from Providence, Legacy, Kaiser Permanente NW, or OHSU, apply directly with that hospital's financial assistance program too
Each of these systems runs its own sliding-scale financial assistance for patients up to 400% of the federal poverty level, and OHSU gives free care up to 300% with a 65% discount from 300% to 400%.

Know that Oregon law gives you time to apply and blocks a minimum-bill rule
Oregon sets the minimum deadline to apply for hospital charity care at 240 days from your first post-discharge bill, and hospitals can't require a minimum bill amount before you apply.

If you're living with HIV, ask about Ryan White Part B
It provides case management and financial help with HIV care and medicine, with financial assistance for people at or below 300% of the federal poverty level.

For dental bills, check OHSU's School of Dentistry clinic or the Veteran Dental Program if you served
OHSU's teaching clinic charges about 30 to 40% below private prices on a sliding scale and takes OHP, and veterans who don't qualify for full OHP can get dental-only coverage through the Veteran Dental Program at or below 400% of the federal poverty level.
